Vulcan Materials Says NAFTA Tribunal Found Mexico Violated Trade Pact but Awarded Negligible Damages

Vulcan Materials Company said in a filing with the SEC that a NAFTA arbitration tribunal has ruled Mexico violated the North American Free Trade Agreement, but that the monetary damages awarded to the company were negligible.

The Birmingham, Alabama-based company, which describes itself as the nation's largest producer of construction aggregates, provided the update in a filing with the SEC.

According to the filing, Vulcan has been engaged in the NAFTA arbitration against Mexico since the case was originally filed in 2018. The dispute stems from Mexico's repudiation of an agreement to unlock a portion of Vulcan's aggregates reserves in the country and what the company called the arbitrary shutdown of its quarrying operations there.

The company said the tribunal issued its decision on July 27, 2026, finding that Mexico violated NAFTA in several respects. Despite that finding, the filing states that the tribunal's award of monetary damages to Vulcan was negligible.

Vulcan said in the filing that, in accordance with applicable rules, the decision will remain confidential until it becomes publicly available.

The filing also noted that Vulcan will host its previously scheduled second quarter earnings conference call at 9:00 a.m. Central Time on July 29, 2026.
